If an offering closes below its minimum raise, no token launches, the creator receives nothing, and each participant can reclaim exactly what they committed (minus Solana network fees for the reclaim transaction).

Refund execution. The Refundable tab in Portfolio exists but will stay empty until contributions are possible. Refunds are designed to be pulled by each participant from the program vault, so no one at ICO can block them.
